Fuels Terminal Manager - FL


Tanaq Government Services (TGS) is accepting applications for a Fuels Terminal Manager to work on Patrick AFB, Satellite Beach Florida.


Please Note: This position is contingent upon contract award. 

Purpose and Scope:
The Terminal Manager ( TM ) will be responsible for meeting Contractor’s work requirements, including scheduling of personnel, work supervision, and quality control. 

Essential Responsibilities:

  • ·         Provides direction and leadership to assigned personnel. 
  • ·         To ensure on-site management of PWS requirements
  • ·         Manages and coordinates research and investigations into business problems. 
  • ·         Provides guidance and assistance relative to operating problems and the contract. 
  • ·         Direct point of contact between the DLA COR and Tanaq Government Services. 
  • ·         Performs all other position related duties as assigned or requested.
  • ·         In-depth knowledge of all USAF, DLA and accepted Industry regulations governing Fuel Management and Alongside Aircraft Refueling operations

Work Environment, Physical Demands, and Mental Demands:
Typical office/supervisory environment with no unusual hazards, occasional lifting to 75 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.

Minimum Requirements

  • ·         Must possess significant, specialized commercial or military experience in fuel terminal operations and maintenance performing and supervising tasks equivalent to an AF Fuels Management seven-skill level(2F071) or above personnel or similar commercial/military standard. This experience shall include receiving, storing, issuing, and shipping petroleum products via tank truck as appropriate to the Air Force installations mode of receipt capability and maintenance and repair of bulk petroleum storage terminals, systems, and equipment.
  • ·         Candidate must have broad experience of fuels functions such as operations, accounting, and laboratory and shall have attended the Fuels Terminal Manager/Responsible Officer Course (prior to being selected for the position).
  • ·         Must have documented specialized supervisory experience in fuel terminal operations with an emphasis in terminal maintenance, operations, and environmental compliance must be predominant.
  • ·         Must have ten years of experience working in Fuels is required; five years in base level general fuels, and five years in a fuels managerial capacity.
  • ·         Computer skills are essential with proficiency in a full range of Microsoft Office products and should be capable of preparing management level reports and presentations. 
  • ·         Position may require travel. 5%-10%
  • ·         The position does require the ability to pass and maintain a Security Clearance. 

Preferred Qualifications 

  • ·         Knowledge of the theory and fundamentals of operating budget preparation; knowledge of logistics planning; principles of inventory control; freight transportation; and statistical methods and procedures.
  • ·         Possess a valid state CDL Driver’s License Class B with a hazardous endorsement.

Quality Control Supervisor I – Fuels

Quality Control Supervisor for project sites in the US for repairs to Department of Defense (DoD) Petroleum, Oil, and Lubricants (POL) facilities. ·  Assist in implementing the Quality Control program including the three-phase control system and duties related to the POL system repairs.

  • Take appropriate action to ensure that work is performed in accordance with contract specifications, pertinent codes & practices as well as national and local standards
  • Work to actively promote and support the quality control program with subcontractors and project team members on a daily basis
  • As directed, deliver quality training for project staff, subcontractors, and other required attendees to ensure achievement of exceptional quality standards including participating in the development of training content
  • Inspect and document the receipt of all materials to ensure compliance with contract documents
  • Prepare and/or review of design and material submittals
  • Complete quality related documentation (field reports, logs, and records) in a timely and accurate manner
  • Provide guidance to subcontractors, client representatives, and project team members to ensure that construction activities are completed according to design
  • Investigate and recommend solutions to resolve construction problems related to quality
  • Ensure implementation and documentation of corrective actions
  • Verify implementation and close-out corrective actions
  • Initiate stop work or re-work in coordination with the project team in circumstances with respect to work methodologies nonconformance

Requirements:

  • Two years of field experience with construction repairs to DoD POL facilities
  • Five years of DoD construction related management experience
  • Education:  High School diploma or GED

Site Superintendent I – Fuels

Superintendent for project sites in the US for repairs to Department of Defense (DoD) Petroleum, Oil, and Lubricants (POL) facilities.   • Coordinate with the project team, Health and Safety Officer, and Quality Control Officer for interaction of task prioritization

  • Compliance with health and safety and quality control requirements as identified by functional officers

  • Attend all in-briefs and out-briefs

  • Key implementer of field activities and tasks preparatory to field activities

  • Assist in identifying and performing general labor tasks to achieve project objectives under the direction of the Project Manager

  • Contribute methods of approach and identify solutions to logistical or operational challenges and general field operations

  • Assist in identifying task-specific equipment to achieve the objectives of a task. When appropriate, operate the equipment as needed 

  • Assume the role of  team lead to assist the quality control officer and health and safety officer in maintaining compliance with project work plans, standard operating procedures, and sound field practices while achieving project objectives

  • Coordinate with the team to prioritize field activities and identify task assignments

Requirements:

  • Knowledge of federal contracting regulations and requirements
  • Two years of progressively responsible experience on environmental or construction projects at minimum
  • Knowledge of scheduling and budgeting for large construction projects
  • Education:  Bachelor’s degree in Engineering, Science, Construction Management or related field, equivalent combination of education and experience may be substituted for education requirement.
  • Prefer candidates with five or more years of experience with Fuels construction projects

In this position you will: 

  • Work on-site to take appropriate action to ensure that work is performed in accordance with contract specifications, pertinent building codes & practices as well as national and local standards
  • Ensure the implementation of contract documents and plans, actively promoting and supporting the quality control program at project sites
  • Facilitate quality training for project staff, subcontractors, and any parties required to participate to ensure achievement of exceptional quality standards including developing training content and delivering course information
  • Ensure the appropriate and required testing program is implemented; evaluate, review, monitor and document results
  • Inspect and document the receipt of all materials to ensure compliance with contract documents
  • Facilitate the submittal process, including materials, designs and plans
  • Author quality related documentation (reports, logs, and records), completing required information for daily reports and client communications in a timely and accurate manner
  • Ensure implementation of the Three-Phase Control Process in accordance with Company standards and contract requirements
  • Provide oversight to subcontractors, clients, and project team members to ensure that construction activities are completed according to design.
  • Report quality and safety incidents on the Company Incident Database
  • Verify implementation and close-out corrective actions
  • Initiate stop work or re-work in coordination with the project team in circumstances where nonconformance to prescribed work methodologies occurs
  • Provide mentoring, direction, and subject matter expertise to Quality Control Supervisors and/or junior level staff
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position

This position requires:

  • Field experience working on DoD fuel systems
  • Five years of experience with quality control management
  • Ability and willingness to travel in the US and potentially overseas to project sites up to 90% of the time. 

    Education: High school diploma or GED at minimum
