Job Description

This position is with LNS Technology, a DoD support contractor that provides energy and fuel management support to the Department of Defense and Government agencies. This contractor position supports the Energy Program Manager in the day-to- day management of the United States Coast Guard (USCG) fuel programs and its purchase and supply interfaces with the Defense Energy Support Center (DESC) and other military services. The position provides daily liaison support to the USCG from a service support desk at the DLA/DESC HQC building Fort Belvoir, Va.

In this capacity the Specialist provides technical and operational logistics support to USCG fuel managers at consuming locations. This support will sometime be performed at the USCG Headquarters, SW Washington, DC and from the LNS Contractor office in Alexandria, VA.

The position requires subject matter knowledge of fuel commodity management from initial purchase through the distribution, storage, financial accountability and tracking to consumption. It also covers product quality and fuel specifications.

Indirect support tasks that will be conducted by the position are:

(1) assisting in the management of fuel support to the operational units ashore and afloat;

(2) assisting in the optimization of fuel availability, distribution and storage; and

(3) assisting the USCG fuel purchase card manager in the administration of the card program through training and site visits.

The following are task breakdowns in these areas: Daily liaison with DESC Assistance in providing the daily liaison with DESC to maximize petroleum support to the shore and afloat units. Optimization reviews to obtain least cost product source and delivery at storage locations. Working with the purchase programs at DESC and fleet fuel card users within USCG to expand usage by the USCG operational units. Trouble shooting on DESC purchase issues and fuel product sourcing for USCG. Fuel purchase tracking and product usage Provides fuel purchase data tracking support and utilization data for management reporting. Develops customer usage trends and DESC program utilization statistics. Assists in maintaining and developing the USCG fuel purchase data base. Operational fuel logistics The Specialist will work with fuel management office in providing alternative sourcing and product supply. The Specialist will work with the operating units to assist in obtaining fuel locations and purchase sources to meet mission fuel requirement. The specialist will work in close contact with the DESC facility Commodity Business Unit (CBU) representing the program requirements on fuel distribution and optimization at co-located storage sites.

Analysis, training and product quality support The specialist will conduct reviews as required by the Fuel Program Manager and provide reports on USCG data analyses on purchases, training, fuel consumption and usage, commercial vs. DESC purchase card programs, optimizations in storage and distribution. The contractor will also provide the Program Manager all fuel transaction, usage and consumption data to develop annual requirements for all USCG purchase programs and supply fund budgeting and planning.

He will maintain quality assurance standards and monitor procurement specifications for USCG fuel purchased under DESC and USCG programs. However, the majority of the work will be conducted at the Liaison site. Flexibility will be given in determining the percentage of time in each location.
